yongshui guanli用水管理(water一use叮Ian叫奖~t)对各地区、各部门、各用水单位和个人的用水数量、次序、时间的管理活动。用水管理涉及对工业用水、农业用水、城乡居民用水、水力发电用水、航道用水、渔业用水、娱乐用水、环境用水及水质净化用水等方面，由国家授权的主管部门通过法律、经济、行政等手段进行管理。用水管理的任务是实行节约用水、合理用水、保护公共用水利益和用水户的合法权益，在保护和不恶化乃至改善生态环境的前提下使水资源尽可能满足社会经济各部门、各地区发展的需要，充分发挥水的综合利用效益。用水管理的内容，包括实行取水许可制度，用水和排水的计量监测，水的有偿使用制度，超标准用水的处罚等内容。 中国的用水管理，由各级水行政主管部门依法与有关部门协作执行。(陈志恺)
