“子午仪”导航卫星系统由6颗工作卫星均匀分布在6个近圆形近极地轨道上组成，卫星高度1100千米，周期107-108分钟，在飞行过程中，卫星每隔2分钟同时以两个非常稳定的频率向地面发送导航信号，供舰船之用。地面用户可以逐次利用不同的卫星来导航定位，确定自己所在的经纬度，平均每次看到卫星的时间间隔为1．5小时，最长不超过4小时，每次定位大约8-10分钟。用于军事导航的定位精度为6米左右，通过多次定位可达2米以内。整体系统可工作到1996年。
子午仪导航系统可以全天候导航，导航信号覆盖全球；导航精度优于以前任何系统。但不能定高度、速度，不能连续实施导航。
