进出口连锁制与行政签证制进出口连锁制是国家制定的鼓励进口原料和零配件加工装配成成品后再出口的一系列措施和政策，是一种促进出口的外向型“加工贸易”制度。其主要特点是进口原料必须用于加工成品，加工成品后必须用于出口。目前世界上很多国家实行这种制度。 行政签证制又称“技术签证制”，是国家管制贸易、限制进口的政策措施之一。一些国家对一部分属于“自由进口”类的商品，规定必须由进口商提出申请，经主管部门签证后才准予进口。而实际上，这些国家政府的主管部门可以通过少签证或在一定时期内停止签证的办法，来达到限制进口的目的。行政签证制度是一种非关税壁垒的政策措施。进口出口连锁制度是鼓励出口的有效手段，而进口行政签证则是限制进口的重要途径，二者有时在某些国家被有机地结合在一起，很好地发挥了奖出限入的作用。
