guanyu kaizhan quanmin yiwu zhishu yundong de iu即i关于开展全民义务植树运动的决议(the decisionfor the launching of a voluntary nati~dedrive forp腼tingtn笼‘)全国人民代表大会1981年12月13日通过并公布施行。开展全民义务植树运动是实现绿化祖国宏伟目标的重要措施，是促进精神文明建设的重要途径。根据决议的规定，义务植树是完成法定的、无报酬的、为国家和社会服务的植树任务。凡是条件具备的地方，年满11岁的中国公民(男n~印岁，女11、55岁)，除丧失劳动能力者外，每人每年都要义务植树3~5棵，或者完成相应劳动量的育苗、管护和其他绿化任务。中国森林面积少，覆盖率低，水土流失、环境污染等问题突出。森林具有多种效能，在保持水土、调节气候、抵御和减轻水早风沙危害中发挥着重要的作用，是维护和改善自然生态环境必不可少的基础。因此，需要动员全国各族人民参加植树造林绿化活动，增强造林、爱林、育林、护林的责任感，增加森林资源，实现绿化祖国的目标。为了贯彻执行该决议，国务院1982年2月27日通过了关于开展全民义务植树运动的实施办法，对参加义务植树的人员范围、组织领导机构、经费来源和不履行义务植树义务应承担的责任作出了具体的规定。 (文海中)
