中国制定的一项经济法规。是保护和利用能源资源，维护供用电双方正当权益，调整国家、供电部门和用电部门三方经济关系的法律规定。在供用电过程中，三方必须遵循此规则。第一版《全国供用电规则》于1953年8月29日由原政务院财政经济委员会批准颁发执行。1963、1966、1972年先后3 次对《全国供用电规则》作了修订。第五版于1983年 8月25日由国家经济委员会批准颁布执行。新版的《全国供用电规则》内容包括总则，供电方式，新装、增容和变更用电，设计、安装、试验与接电，供电质量与安全供用电，计划用电与节约用电，维护管理与产权分界，电能计量与收费，供用电合同与经济责任，违章用电与窃电，附则以及附录等部分。
