After the disadvantages of existing evaluation methods were analyzed,a local area network(LAN)-based general scheme multi-level synthetic evaluation method was proposed by the combination of analytic hierarchy process(AHP) with grey fuzzy evaluation method according to the special request on decomposing guideline,and needed multi-level evaluation to the targets.
