虎头地下军事要塞是日本关东军在中国东北东部原中苏边境上的一个军事基地，是日本帝国主义侵华期间留下的极其重要的罪证之一。
它位于黑龙江省虎林县虎头镇（今虎林市虎头）周边完达山余脉丘陵中，西起火石山，东至乌苏里江，与俄罗斯的伊曼隔岸相望，南起边连子山，北至虎北山。中心区域正面宽12公里，纵深6公里。在此方圆数十公里的范围内，共有大小十余处要塞，由猛虎山、虎北山、虎东山、虎西山、虎啸山五个阵地组成。其中，猛虎山是主要阵地，虎东山、虎北山为其两翼前沿阵地，成钳形以南北两线呈护卫阵势，虎西山、虎啸山两个阵地位于猛虎山主阵地西面，为猛虎山后方第二线阵地。
主阵地猛虎山由中猛虎山、东猛虎山、西猛虎山三个丘陵组成，周围是沼泽地带，形成难以通行的天然屏障。中猛虎山是日军虎头国境守备司令部的所在地，标高111.8米，距东、西猛虎山两制高点直线距离分别为350米和300米，距乌苏里江约2000米。地下工事以中猛虎山为中心，由隧道与东、西猛虎山地下要塞相连。地下工事包括指挥所、通讯室、士兵休息室、伙房、浴池、粮库、弹药库、发电所等，并有竖井直通山顶观测所和通风口、排气孔、反击口等通道。
