是中国最大的有色金属矿山、重有色金属冶炼、稀有金属冶炼的综合性设计研究单位，1953年成立。有采矿、选矿、冶炼、制酸、土建、电力、尾矿、水道、热风等13个专业设计室。配合设计工作，设有岩石力学、选矿、火法冶炼、湿法冶炼、电力、污水处理、水力管道运输等11个试验研究室以及设备试制厂，还有情报室、电子计算机站、技术档案室、图书馆、文印工厂5个辅助单位,有底图46万张、蓝图近10万份、藏书10万册。1980年设立了规划室，担负有色金属工业中期和长期规划工作。1953年以来，先后承担过国内的重有色金属和稀有金属工程设计30多个品种,600多个项目，并做过大量的民用建筑、建材、公用设施等工程项目设计。1957年开展试验研究工作以来,先后取得199项研究成果,其中151项已用于生产，37项受到国家奖励。1958年以来，还承担过亚洲、欧洲 6个国家的矿山采场、选矿厂、冶炼厂等20项工程设计。还与中国京西工程咨询公司在工程技术上密切合作，承担国内外有色金属矿山、冶炼厂等建设工程、工业及地区规划、技术和经济的专题调查研究以及政府和企业委托的其他咨询和工程管理业务。
