商业部门内部各商品经营者之间的商品买卖活动所构成的序列。包括批发企业与批发企业之间、批发企业与零售企业之间各经营环节的商品买卖。前者主要是地区之间的商品流通，后者主要是地区内部的商品流通。地区之间的商品流通主要是城乡物资交流，但同时也有城市之间、乡村之间的物资交流。地区间的社会分工使得城乡之间、城市之间、乡村之间有着生产和消费的关系，彼此存在着商品关系，需要开展物资交流，建立产销关系。
在中国，商业部门内部商品流通的基本形式有两种：①有计划组织的形式；②非计划组织的即自发的形式。有计划组织的形式又可分为指令性形式和指导性形式，前者是把指令性计划落实到产销地区或供销企业，要求按计划建立供销关系和执行计划任务,简称计划调拨;后者则是由国家提出指导性计划，通过经济杠杆的调节来组织商品流通。
