信息，作为事物存在和运动的状态、方式以及关于这些状态和方式的广义认识，在其他信息活动要素的支持下，通过一系列的流通、加工、存储和转换过程作用于用户时，就可以为人类创造出更好的物质财富和精神财富。信息资源是由信息发展或转化而形成的，并且信息资源仍属于信息的范畴之内，是信息的重要组成部分。 狭义的信息资源是信息内容本身所构成的信息有序化集合，是人类社会经济活动中经过加工处理有序化并大量积累后有用信息的集合，如科学技术信息、政策法规信息、社会发展信息、市场信息、金融信息等，都是信息资源的重要构成要素。 广义的信息资源既包括信息内容本身，又包括有关提供信息的设施、设备、组织、人员和资金等，即信息资源及与它有关的各种资源的总和，是人类社会信息活动中积累起来的信息、信息生产者、信息技术等信息活动要素的集合。 一般说来，信息资源应包括下述几个部分：
（1）人类社会经济活动中经过加工处理有序化并大量积累后的有用信息的集合；
（2）为某种目的而生产有用信息的信息生产者的集合；
（3）加工、处理和传递有用信息的信息技术的集合；
（4）其他信息活动要素（如信息设备、信息活动经费等）的集合。 狭义的信息资源观突出了信息资源中 信息要素这一核心和实质，但同时忽视了%26#8220;系统%26#8221; 的特性；相比较而言，广义的信息资源观更注重以%26#8220;系统%26#8221;的观点去诠释信息资源，不但包括了信息及其载体，而且反映了信息采集、传输、加工、存储与利用的能力和发展潜力。把信息活动的各种要素都纳入信息资源的范畴，是因为信息资源的社会价值虽然主要体现在信息要素上，但信息要素价值的实现却离不开信息生产者、信息技术等信息活动要素的综合作用。只有按照一定的原则加以配置并组成一个信息系统，信息要素的价值才能真正得到实现，信息资源也才能真正谈得上开发和利用。 在本书中，我们对信息资源的认识持广义理解，但在后续对信息资源的研究和分析中，我们将着重立足于信息内容本身的信息资源，即认为信息资源是经过人类选取、组织、序化的有用信息的集合。
