Shehui Zhuyi GuoiiQ Guofong ShilideJingii Iichu《社会主义国家国防实力的经济基础》(Eeonomie Basis of Ihe NarionaID碑lenseFOrces ofthe Socialis，Counrries)苏联军事经济学著作(介。衬oM“，ee盆“eoeHoa“O阮口水~期际即边e‘了习旧O坦”a月例rc丫”~-rOI飞兀”日详TBa)。A.Y.波札罗夫著。1981年由苏联国防部军事出版社出版。1985年被译为中文。中国人民解放军总后勤部把书名译为《军事实力与经济从础》。 第二次世界大战以后，世界形成r以美国和苏联为代表的两极体制和格局。美苏从各自的战略利益出发，互以对方为主要对手，竟相发展经济实力和军事实力。60年代中期以前，关国占有较明显的经济和军事优势。60年代‘1，期一70年代r}，期，苏联经济发展较快，军事力敏迅速膨胀。70年代中期以后，双方的军事实力达到了大体均衡的状态。就经济实力而六，苏联的工业总产值达到了美国的80%，农业总产值达到了85%，国民收人达到r65%以上。但苏联的经济增长率亦已开始下降到与美国基本上相当的水平。在这种新形势「，如何以经济实力为从础加强和发展军事实力，便成为苏联军事经济研究所面临的重要而迫切的课题。 该著作以战争与经济的关系为起点，通过总结历史经验，论述f国家经济潜力、经济实力对卜加强军事经济、巩固国防的重要意义，以及军书经济潜力如何转变为实力，提高经济保障的效率(效益)等问题。作者认为:①战争与经济的关系是辩证的。一方面，战争受经济的制约，战争根源于经济井依赖于经济;另·方面，战争对经济具有反作川，‘已破坏敌方经济，井使己方经济适应于战争需求。②战争与经济的辩证关系是军事经济产生的根据。军事经济是服务r国家军事需要即准备战争和进行战争的经济，是战争’j经济的连接环节，其运动规律受战争规律和经济规律制约。③由于战争是私有制和阶级斗争的产物，所以军事经济是伴随着阶级、国家、军队的出现而形成的，少仁经历了个历史的发展变化过程;帝国仁义的经济制度和政治制度导致战争，其经济力欣使战争的规模空前扩一大，从而使军事经济发展到顶峰;社会主义的军事经济是适应保卫社会主义国家的需要而产生和发展起来的。
