廊坊市文化艺术中心园区占地660亩，景观面积26万平方米、建筑面积8.2万平方米，总投资6亿元人民币，一期工程投资1.5亿元。2002年3月动工兴建，2003年7月竣工正式向社会免费开放。
廊坊市文化艺术中心主要由自然循环公园、梦幻湖公园、艺术公园、益智水上乐园、智慧名言及书法大道五个景区组成。总体规划由世界著名的德国gmp公司设计，景观由澳大利亚s·i事务所、香港何显毅建筑师楼合作设计，体现了当今广场艺术的精华与厚重的文化底蕴。园区景观设计的主题是“启示”。涵盖认知、文明、理解、教育、知识、学习、文化、思想开放、教学以及智慧等内容，游览者通过多方位、多角度、多领域的观察思考，可在自然、艺术、戏剧、文学等方面受到启迪。
廊坊市文化艺术中心建设工程共涉及7大类、37个专业、1290多个分项工程、2万多道工序。埋设各类地下管线索97公里，选用8种颜色花岗岩石材铺筑园区道路8.8万平方米，种植各种乔灌花木35种、10万余株，选用意大利、英国等国际知名厂家优质灯具，安装道路、园林、景观、水下、引导、建筑等照明灯2964盏。
