采购制度是指在一定的经济制度下形成的国家物资采购体系和企业物资采购体系，又称“采购体制”。可分为集中制、分散制和混合采购制。集中制是一切物资用料集中于特定机构采购和供应的一种制度。采用集中制可推行采购程序的标准化、专业化，由训练有素的采购专家进行交易，获得高度的采购效率；可大量采购，获得统一的价格及其利益；还可采用标准规格，获得统一的品质及其利益；减少卖方与买方的频繁交涉及签定买卖合同、降低卖方成本。分散制是指政府或企业的采购政策不集中管理或不集中于一个机构，而由各部门执行分散作业。分散采购可提供较佳服务，减低在存货与设备上的投资，简化小额订购程序。特别有利于紧急采购，还可提高效率，减低成本。混合采购制是采取集中制与分散制的作法，将两者混合起来的采购制度。
