农村承包合同管理国家规定的行政管理机构按照国家的授权范围，根据法律、政策的要求，运用指导、组织、监督检查等行政手段，促使农业承包合同当事人依法签订、履行、变更、解除农业承包合同和承担违约责任，制止和查处利用农业承包合同的违法活动。由于农业承包合同数量多，而且季节性强，情况复杂，农村合作经济经营管理部门已被授权为农业承包合同主管机关。农业承包合同管理机关的主要职责是:宣传普及有关法律、政策;指导农业承包合同的签订;负责农业承包合同的鉴证，管理合同档案;指导合同的变更、解除;监督农业承包合同的履行;农业承包合同仲裁委员会负责农业承包合同纠纷案件的调节或仲裁。
