To train the new-type farmers,there is a urgent need to have all the governmental farmer-training resources intergrated,namely the intergration of the organization resource,the training targets,the training expenditure,the invisible property and the training bases,hence to promte the efficiecy of the training of farmers.

The farmer training and its certification system in Europe;

The main experience of agriculture information service and farmer training practiced in developed country abroad were introduced.

Based uopon the present situation in Chinese countryside,the writer argues that farmer training is one of the important means of increasing farmers’ quality.

The farmers training is the requirement of promoting the transference of suburban labors and the suburban modernization and also the needs of constructing the harmonious society.

The author discusses problems of farmers-training system such as several ranks principal agent,un-standardized items operating,lack of standarized monitoring,evaluating index system and inspiring mechanism,according to investigation on youth farmers training in Hu nan,Gansu,Yunnan and Jiangsu provinces.

Through the research in the experimental area and the areas involved, this project has brought up the necessity, contents, and methods of farmer-training, what kinds of farmers should be trained, and the problems we should avoid.

Beginning with the“Sunshine Project”,the effective measure for transferring the surplus labor force,this paper analyses the current human resource situation,peasants training and the surplus rural labor force transference.
