| 秦德纯（1893～1963） 中国国民党军将领。山东沂水人。字绍文。1916年保定军官学校第二期步兵科毕业 。曾任北京政府陆军第5师团副，皖系参战军第1师参谋。1920年入参谋学校第六期学习。1923年毕业后，在直系军队任豫东防卫参谋长。1924年12月改任国民军第二军第5师参谋长，次年倒戈依附吴佩孚 ，反击国民军。1926年5月任直系第24师师长。1927年3月任第四军军长。后改任冯玉祥第二集团军第二方面军副总指挥兼第二十三军军长、十四军军长、山东省政府主席。1929年11月随宋哲元反蒋，失败后退回陕西。次年参加中原大战，任冯玉祥第二方面军前敌总司令部参谋长。被击败后，改任张学良部第二十九军总参议。1932年起任察哈尔省政府委员兼民政厅厅长。1935年任察哈尔省政府主席、军事委员会北平分会委员。1935 年 6月，与日军代表土肥原贤二订立丧权辱国的《秦土协定》，根据这一协定，察哈尔省主权大部丧失。同年12月，任冀察政务委员会常务委员兼北平市市长，镇压一二九运动。抗日战争爆发后，任第一集团军总参议、军法执行总监部副总监、兵役部政务次长、军令部次长等职。1946年任国防部次长。1948年底任山东省政府主席兼青岛市市长。次年8月去台湾，任“总统府”战略顾问。 |
