西欧国家在美国支持下为加强西欧防务、重新武装联邦德国、推进西欧联合、抗衡苏联建立联合防务力量的一次未成功的努力。朝鲜战争爆发后，美国加紧敦促西欧各国增强防务,加速重新武装联邦德国的步伐。1950年9月,美国国务卿D.G.艾奇逊在纽约举行的美、英、法三国外长会议上正式向英、法提出，在北约组织内建立联邦德国师。面对美国迫切要求重新武装联邦德国的压力,法国感到无法抗拒。它认为,要加强西欧防务，充分利用联邦德国的实力确有必要，但对重新武装联邦德国又满怀疑虑。出于这种种考虑，法国总理R.J.普利文于1950年10月24日在法国国民议会发表演说，提出了建立包括联邦德国在内的西欧国家的统一欧洲军的计划。此后，在美国参与下，经过漫长而复杂的谈判，法国、联邦德国、意大利、比利时、荷兰和卢森堡六国于1952年 5月27日在巴黎正式签订《欧洲防务集团条约》。法国希望英国参加以平衡联邦德国。英国只表示支持和合作，没有参加。欧洲防务集团条约规定，六国要共同组成一支有统一领导的指挥机构、有共同预算的超国家的欧洲军。这支军队应与北约组织密切合作，在北约组织范围内参加西方的防务。由于法国国民议会多数议员惧怕联邦德国重新武装，担心法国参加欧洲军会丧失独立防务，于1954年 8月30日拒绝予以批准。该条约未能成立，欧洲防务集团夭折。
