Through the introduction of CRM theory and CRM system, the thesis is designed to discuss and study the Enterprises Credit Evaluation System (ECES) in customs management, notices that the focus of customs supervision has changed from cargos to enterprises, points out the importance of enterprises credit in customs management, and analyzes the potential risk of enterprises discredit.
本论文通过对风险管理理论和风险管理系统的介绍,指出海关的监管重心已从“货物为主”转变到“货物、企业并重”,从而以海关的监管服务对象企业为切入点,介绍了企业管理在发达国家海关实施风险管理过程中的地位,以新修订出台的《中华人民共和国海关企业分类管理办法》为法律依据,以正在试行的海关企业诚信评价体系为实例,分析了企业诚信管理在海关风险管理中所处的地位及出现的问题,提出了海关风险管理的前提是企业守法诚信,进而指出只有完善海关诚信企业管理体系,实施企业动态分类管理制度,营造“诚信守法”的贸易环境,才能保证海关风险管理机制顺利运行。
