洛河镇 北滨淮河，明洪武年间建镇，属怀远县。清咸丰年间设洛河司，水陆交通、商业繁荣、人文荟萃，清代出翰林3人、巡抚1人、举贡生员数十人，经济文化盛极一时。
辛亥革命后怀远西南地区划为五方，洛河是五方总局所在地，总局设在橛涧寺。后改洛河镇。民国19年（1930年）九龙岗矿煤矿开发，为解决煤炭和其他商品分流，古镇港口地位被田家庵所代替，洛河逐渐衰败。
1949年1月成立淮南矿区洛河乡，土地改革后设洛河区，是区政府所在地。1954年的淮南大水，河岸冲刷严重，举镇迁至屯头重建。1958年建立幸福人民公社，1960年更名为洛河公社，1983年1月改社为乡，1985年市政府批准撤乡建镇，辖1个街道办事处，7个行政村。1988年5月经中共淮南市委、市政府批准在洛河成立经济开发区，实行“财政独立，计划单列，放权让利“的政策。
洛河依洛河发电厂建镇，电厂第一期工程60万千瓦，1980年动工，1986年投产；远期工程为120万千瓦，生活设施配套。1983年编制洛河镇规划，确定城镇性质是以电力工业为主的独立工业镇。洛河镇已建成镇办企业有粮食加工、食品、衬衫、保温材料、橡胶、乳品、冶炼、化工、水泥预制、无线电等35个，从业人员4140人。1990年底，工农业总产值1.75元亿，其中农业为文化站、电影院、医院、福利院等设施。1983年镇东建铁路一条；1987年扩建洛河大道为三块板，快车道宽16米，分车绿化带各2米。慢车道5.5米，人行道6.5米，道路全长1940年米；两侧铺设直径500－1000毫米钢混结构排水管长2800米；装高压双挑30柱式水银灯60盏；植行道树564株，分车带植长表花灌木；建公厕5座。1989年开辟了两条长800米的商业街，在两条街中心建一条长300米，面积为5000平方米的封闭式的“洛涧市场”。
