团中央主管文化体育工作的部门。1949年 4月17日青年团全国代表大会通过团章，要求团员"努力学习军事，锻炼体格，随时准备以无限忠诚，献身祖国，保卫人民"。团的工作纲领规定："发扬青年爱好活动，团结互助和创造的精神，组织青年的文化娱乐活动，加强体格锻炼，并建立各种文化的、艺术的、娱乐体育等团体。"为实现上述要求和规定，青年团中央专门建立了军事体育部。1951年8月4日团中央发出通知，要求青年团各级组织建立军事体育部。为贯彻中共中央关于青年团应该把体育工作作为自己的一项重要工作，并在这个工作中起骨干作用的指示，1954年 11月和 1956年 1月，青年团中央召开了两次全国军事体育工作会议。1956年8 月分别在北京和青岛举办了航空爱好者夏令营和全国第 1届少年体育运动大会。1966年以前，青年团中央在动员和组织团员、青少年学习军事知识，参加体育锻炼，向体育战线输送干部以及协助有关部门做好体育工作等方面，都做出了贡献。1978年10月共青团第10次全国代表大会以后，团中央军体部恢复工作。1980年10月，军体部改名为文化体育部，调整业务范围，除体育外还管辖青年群众文化和科学普及工作。近年来，共青团中央领导全团启发青少年儿童积极参加体育锻炼，组织青少年参加达到《国家体育锻炼标准》的活动，开展小足球等活动。
