进口许可证程序协议(Agreement on Import Licensing Measures)。
由9个条款组成，涉及总则、自动进口许可、非自动进口许可、机构、通知、磋商和争端解决内容。该协议要求各成员尽量不要使用许可证管理贸易。如果授权允许使用，则尽量使用可以扩大而不是缩小该领域贸易的方式来管理。如采用公开一般许可证，只要进口商向政府指定的部门申请登记即可进口，不需要经过多个关卡进行审批。
