应用信息科学的原理和方法研究信息的产生、获取、变换、传输、存储、处理和利用的工程技术，又称信息工程。信息技术是在计算机、通信和控制技术的基础上发展起来的。20世纪70年代以来，由于微电子技术、卫星通信、光通信、成组交换技术以及数据库技术和软件工程的发展，远程数据通信取得成功。这样就可以用通信网络把分散的计算机资源联成一体,构成计算机网,共享信息资源。信息技术就是在这样的背景下产生的。
信息技术的研究对象是各种信息系统的实现技术，主要是综合运用计算机、通信和控制技术（这三个名词的英文第一个字母都是C，故又称三C技术）来构成各种信息系统。因此，从远程数据通信网络到计算机局部网络都属于信息技术的研究对象。
信息技术通常包括信息获取、传输、处理和检索等项技术。①信息获取技术：把含有所需信息的数据检测出来的方法。采用的设备有各种传感器、打印机和键盘，以及各种语音、符号、文字、图形的识别装置。②信息传输技术：利用通信系统在各用户之间传输信息。用通信系统把分散的数据库和计算机设备联成一体，可使广大用户共享信息资源。③信息处理技术：把获取的原始数据用计算机按一定的目的以一定的方式进行加工处理。④信息检索技术：预先对数据进行分析和编目，作出索引和摘要，存入数据库。当用户通过终端提出检索要求时，系统能迅速从数据库中找出有关的特定数据，送到用户终端。为了确保数据安全，应按规定密级存取，并要定期维护信息。
