Mei一Su guanyu Xianzhi FandandaoDaodan Xitong Tiaoyue《美苏关于限制反弹道导弹系统条约》(Trea妙between the Unired States ofA，二erieaand the Union ofsoviet SoeialistRePubliesonthe Limitati口n ofAnti一BallistiCMi占sile肠s佗ms)美国和苏联于1972年5月26日在莫斯科签订，同年10月3日生效，无限期有效。是美苏限制和削减战略武器会谈的主要成果之一。 条约包括序言和16条正文。主要内容有:①“反弹道导弹系统”系指用以拦截在飞行轨道上的战略性弹道导弹或其组成部分的系统，主要包括反弹道导弹导弹、反弹道导弹导弹发射架、反弹道导弹雷达。②每方可部署两个反弹道导弹导弹防御系统，分别保卫首都和洲际导弹发射场。每个反弹道导弹导弹发射场的半径不得超过150公里，可部署不超过100部反弹道导弹导弹发射架和100枚反弹道导弹导弹，以及相应的雷达系统;双方在各自的试验场上可拥有巧部反弹道导弹导弹发射架，并可在条约允许的范围内进行反弹道导弹系统的替换和现代化。③双方保证不研制、试验或部署以海洋、空中、空间为基地的以及陆地机动的反弹道导弹系统及其组成部分;不研制、试验或部署能从每部发射架上同时发射一枚以上的反弹道导弹导弹发射架，并不使已部署的发射架具备上述能力;不研制、试验或部署反弹道导弹导弹发射架上快速装填用的自动化或半自动化装置。④不使普通防空系统拥有截击战略弹道导弹或其组成部分的能力，也不进行这样的试验;不把本条约所限制的反弹道导弹系统或其组成部分移交他国或在国外进行部署。⑤双方应以符合公认的国际法原则的方式，使用自己拥有的国家技术手段核查对方的履约情况，每方保证不干扰和采取蓄意隐瞒措施来妨碍另一方的正常核查。美苏首脑尼克松(左)与勃列日涅夫签署 《美苏关于限制反弹道导弹系统条约》本条约签订后，由于多弹头导弹技术迅速发展，反弹道导弹导弹防御系统作用降低，而维持这种系统的费用又很昂贵，故美苏均无意继续大力发展这一系统。1974年7月3日，双方在莫斯科签订《限制反弹道导弹系统条约议定书》，对条约作了一些修改，规定双方各自放弃一个反弹道导弹导弹发射场，不再建新的;苏联保留保卫莫斯科的发射场，美国保留保卫洲际导弹的北达科他州发射场。 (王洪钧)
