当一个城市修建新的广场时，这个城市的居民大多会拍手称快。他们的脚踏在广场上时，也常常感念政府的善举。他们似乎忘记了羊毛总要出在羊身上：政府用来修广场的钱正来自他们所纳的税。在他们以为可以免费地踏上广场时，真正的事实是他们早已经为此付了费。诸如此类，人们只看到政府的财政支出所带来的好处而忽略了自己因而付出的代价的情形就被称为财政幻觉。
