| 失业保险 unemployment insurance 对有工资收入的劳动者因非自愿性原因中断就业引起收入损失时所给予的经济保障。实施失业保险的国家主要是发达的资本主义国家。失业保险大体可以归纳为3种类型：①强制性失业保险。凡在规定范围内的雇员都必须参加。②补贴性的自愿失业保险。除某些情况下规定工会会员必须参加外，一般可自愿参加。③失业援助。对符合家计调查所规定的标准的失业者给予救济。 失业保险有法定的资格条件，一般要求有一定的合格期，即失业前的就业期限或交纳保险费的时间；有客观的离职原因，如自愿离职或因行为不端被解雇，则推迟享受救济金的时间或取消享受救济金的资格；原来有劳动能力，但因伤残、疾病而丧失劳动能力者，则转为享受相应的保险待遇；有寻找工作的意愿，并通过职业介绍所登记或其他方式表明其愿望。 失业保险救济金的标准通常为失业者原工资的50％～60％，失业援助救济金一般发给固定金额。有些国家对所有失业者规定统一的发放期限；有些国家则根据失业者的就业年限或交纳保险费的时间规定不同的发放期限。失业保险救济金在发放前一般需经过一段等待期，以便于职业介绍所在此期间为失业者提供工作机会。 |
