德尔菲(专家意见)法
【德尔菲(专家意见)法】一种应用十分广泛的预测方法，常用来作技术预测、经济政策预测、经济结构预测以及市场预测。德尔菲法是专家意见法中的一种。 德尔菲法是本世纪40年代末期由美国的兰德公司(RAND)首创和使用的。50年代以后在西方盛行起来。德尔菲是古希腊的地名，相传众神在此降服妖龙，后人用德尔菲比喻神的高超预见能力。现在，德尔菲成为专家提出预言的代名词。 这种方法主要是依靠专家小组背靠背的集体判断，代替面对面的会议，使不同专家分歧意见的幅度和理由都能够充分地表达出来，再经过客观的分析，以求达到符合事物发展规律的一致意见。预测主持机构通过信件往来或直接交谈与专家建立联系，将专家们的意见经过综合、整理和归纳，匿名反馈给各位专家，再去征求意见。经过多次反复、循环，使专家们的意见逐渐趋向一致，最后成为预测的根据。其优点是有利于消除主观的与心理的影响，而且经过多次多向反馈和不断地修正预测意见，更容易达到客观与准确。缺点是花费时间较长，成本较高。
