Based on the macroscopic transportation flows, this paper establishes a modal of the "useful" number of vehicles which the central area of a city can accommodate, and gets the parameters in the modal according to the practical investigating data within the second ring of Beijing, then ascertains the number of vehicles when the road network within the second ring is saturated.
