补充资料：什么是跟踪管理
跟踪管理就是规划审批后并不放手不管，而是根据工程进展情况相应地进行监督、检查、复核、审视，将可能出现的违章行为消灭在萌芽之中。跟踪管理的内容大致有：
1、建设用地的复核与监督检查。建设用地征用划拨定桩时要接受规划行政主管部门的监督检查，定桩后，城市规划行政主管部门有权对征用划拨的土地进行验桩。
2、土地使用过程中的监督检查。建设用地单位在土地使用过程中，城市规划行政主管部门根据规划要求应当随时检查使用情况，发现问题及时纠正，杜绝违章占地的情况发生。
3、建设工程的放线验线。建设工程按照规划管理部门批准的施工图放线后，务须请城市规划行政主管部门验线后才能破土动工
4、建设工程施工过程中的监督检查。建设工程施工过程中应当随时接受城市规划行政主管部门的现场监督检查，建设单位应当如实禀报施工情况。
5、建设工程的竣工验收。城市规划行政主管部门要对建设工程的竣工进行验收。竣工验收通过后，建设单位要如若报送竣工资料。
6、建设工程使用过程中的监督检查。建设工程投入使用后，城市规划行政主管部门有权对使用情况进行监督检查，一是了解使用情况及使用实践对规划的反馈意见，二是随时发现问题及时纠正，避免违章建设现象产生。
7、违章占地和违章建设查处后的监督检查。违章占地和违章建设要进行造册登记，做好查处记录，并随时检查查处后的落实情况。
