China\'s privatization reform,however,due to the inherent structure and centralized system and the weakness of civil society,in particular,the unclear positioning of public utilities reform orientation,this kind of government-led reform lag behind in theory,with the guiding ideology missing,inadequate regulation,inefficiency and corruption and etc.
