④规定项目投资包干责任制和招标承包制。各单位应当根据建设项目的特点及具体条件，按照建设规模、投资总额、建设工期、工程质量和主要材料消耗实行包干建设.除特殊保密工程和不宜招标的工程外，均应实行招标承包，择优选择设计和施工单位。逐步建立以设计单位(或施工单位)为主体的E程建设、咨询机构，对工程建设项目实行从可行性研究到竣工验收全过程的招标投标、包干建设责任制。建立健全项目监理制度，实行项目建设全过程的系统监理，确保项目的综合效益。 ⑤规定工程设计、施工、财务、物资供应及其管理工作。军队工程实行投资限额设计，合理采用毛程建设标准、规范和定额。工程设计应当满足战术技术要求，因地制宜，合理布局，节约用地，同时兼顾招标投标、包干建设的需要。建立设计审查和复查制度，逐步完善勘察设计单位的技术、经济责任制。加强施工中的计划、技术、财务、机械、器材管理，健全岗位责任制和专业技术责任制，建立质量监督机构，加强质量监督检查，开展创优评优活动，做到优质、高速、低耗。项目全部建成后，应当按照国家和军队的有关规定及时组织竣工验收，严禁未经验收或验收不合格的工程交付使用。严格财经纪律和财务监督，建立健全经济核算制度，工程建设的材料、设备，实行按建设项目供应和管理。加强对工程建设物资使用、管理的指导，进行必要的检查、考核。 此外，《条例》对工程建设的统计、奖励、处罚有关用语的含义、实施细则的制订权限、解释权等作出了规定。 (陈渤盛湖东)Zhongguo Renmin liefong】un Gong-cheng JIQnshe Guanli Tiaoli《中国人民解放军工程建设管理条例》(Regularions Regarding AdminislrationofProjeet COnstruelton ofthe Chi刀ese People’sLiberationA，夕)1991年6月20日中华人民共和国中央军事委员会常务会议通过，同年7月2日中央军事委员会主席签署命令发布。自发布之日起施行。分总则，范围、项目划分和程序，项目审批权限，计划管理，项目投资包于责任制和招标承包制，设计管理，施工管理，财务管理，物资供应和管理，统计工作，奖励与处罚，附则。共12章51条。主要内容有: ①明确了军队毛程建设的基本任务和方针。军队仁程建设是国家基本建设和国防建设的重要组成部分，在纳入国家基本建设总规模，接受国家宏观指导的前提下，由军队组织建设和实施管理。
