| 难民 refugee 因有正当理由畏惧由于种族、宗教、国籍或有某种政治见解的原因遭受迫害而离开其原籍国，因而不能或不愿受该国保护的人（《联合国难民事务高级专员公署章程》规定）。此外，也指由于战乱、冲突等人为灾难和自然灾害、饥荒等经济原因造成的流离失所者。难民问题在第一次世界大战后列入国际法。1951年缔结了《关于难民地位的多边公约》，1967年签订了有关难民地位公约的议定书。1951年成立了联合国难民事务高级专员公署，其宗旨是保护难民并促进找出解决问题的永久办法。 联合国难民事务高级专员办事处负责解决的难民人数最近几年有了大幅度的增长，1991年为1700万人，1993年2300万人，1995年为2700万人。其中约1450万人在他国避难，约540万人流离失所，但尚未越出本国国界。 |
