持续发展Sustainable Development 是科学发展观的具体体现! 持续发展 (Sustainable Development) 在我们国家被称为；可持续发展。是八十年代提出的一个新概念。1987年挪威首相布伦特兰夫人在她任主席的联合国世界环境与发展委员会的报告《我们共同的未来》中，把可持续发展定义为%26ldquo;既满足当代人的需要，又不对后代人满足其需要的能力构成危害的发展%26rdquo;，这一定义得到广泛的接受，并在1992年联合国环境与发展大会上取得共识。我国有的学者对这一定义作了如下补充：可持续发展是%26ldquo;不断提高人群生活质量和环境承载能力的、满足当代人需求又不损害子孙后代满足其需求能力的、满足一个地区或一个国家从需求又不损害别的地区或国家人群满足其需求能力的发展%26rdquo;。还有从%26ldquo;三维结构复合系统%26rdquo;出发定义可持续发展的。美国世界观察研究所所长莱斯特R.布朗教授则认为,%26quot;持续发展是一种具有经济含义的生态概念%26hellip;%26hellip;一个持续社会的经济和社会体制的结构，应是自然资源和生命系统能够持续维持的结构。 可持续发展定义的基本要素 可持续发展定义包含两个基本要素或两个关键组成部分：%26ldquo;需要%26rdquo;和对需要的%26ldquo;限制%26rdquo;。满足需要，首先是要满足贫困人民的基本需要。对需要的限制主要是指对未来环境需要的能力构成危害的限制，这种能力一旦被突破，必将危及支持地球生命的自然系统棗大气、水体、土壤和生物。决定两个基本要素的关键性因素是：
（1）收再分配以保证不会为了短期生存需要而被迫耗尽自然资源；
（2）降低主要是穷人对遭受自然灾害和农产品价格暴跌等损害的脆弱性；
（3）普遍提供可持续生存的基本条件，如卫生、教育、水和新鲜空气，保护和满足社会最脆弱人群的基本需要，为全体人民，特别是为贫困人民提供发展的平等机会和选择自由。 从三维结构复合系统定义可持续发展 可持续发展既不是单指经济发展或社会发展，也不是单指经济发展或社会发展，也不是单指生态持续，而是指以人为中心的自然椛缁釛经济复合系统的可持续。因此，从三维结构复合系统出发，定义可持续 发展：可持续发展是能动地调控自然椌脳社会复合系统，使之人类在一超越资源与环境承载能力的条件下，促进经济发展、保持资源永续和提高生活质量。发展就是人类对这一复合系统的调控过程。可持续发展没有绝对的标准，因为人类社会的发展是没有上止境的。它反映的是复合系统的运作状态和总体趋势。根据上述定义，第一，调控的机制能促进经济发展；第二，发展不能超越资源与环境的承载能力；第三，发展的结果是提高人的生活质量，创建人类美好的社会。 可持续发展理论形成过程 北京大学叶文虎认为，可持续发展基础理论应包括以下内容；
（1）环境承载力论：环境对人类活动的支持能力有一个限度（或阈值），人类活动如果超大型越这一限度，就会造成种种环境问题。环境承载力可以作为徇人类社会经济活动环境协调程度的判据之一。
（2）环境价值论：环境是有价值的。环境之所以能直接或间接地满足人类社会生存发展的需求，首先是因为它具有响应需求的价值属性；
（3）协同发展论（或环境场论）：是指发展与环境的%26ldquo;调适%26rdquo;和%26ldquo;匹配%26rdquo;，借用物理学中的%26ldquo;场%26rdquo;的概念，如果我们认为人类社会的发展行为构成了一个%26ldquo;发展行为场%26rdquo;，环境的状态构成了一个%26ldquo;环境状态场%26rdquo;，那么环境与发展之间的相互联系又相互独立，相互支持又相互制约，相互作用又共同变化的关系就可以用%26ldquo;发展行为场%26rdquo;和%26ldquo;环境状态场%26rdquo;之间的关系来表现。
