Higher education in China, as a rare resource, run in the existing frame of the current administrative system of higher education, has produced low efficiency, and is far from meeting the needs of socialist market economic development.

Since the 1920s,the shortage of funds becomes one of problems of global higher education,as a result,broadening education funds channels,raising financial investment rate and gain and establishing financial system of higher education in consistency with era development are inevitable and have become popular trends of higher education reform of each country.

System variance is the accumulative relationship between cause and effect,and the variance of educational administration system include cultural evolvement necessarily.

Foundation of flexible higher education system

Based on analyzing the existed explorations of higher education system innovation since reform and opening-up in Guangdong,considering the closer economic cooperation between GD and HK,we suggest that the cooperation between GD and HK should become a breakthrough for GD higher education institutional innovations in the new period.

This paper believes that China s higher education system can be grouped into three sub-systems,which are executive system,educational system and administrative system.
