中国五代宋初画家。洛阳人。7岁举童子试及第,后周广顺(951～953)年间官国子书学博士，宋太宗太平兴国元年(976)授国子监主簿。因肆论时政得失,被决杖并流配登州，卒于途中。郭忠恕工于篆籀书法，对文字学有专门的研究。著有《汗简》、《佩
》等书。在绘画方面，他最长于画宫室、舟车，亦能画山水。他画宫室建筑，既能对建筑物作精确表现，其重楼复阁，深远透空，一去百斜，莫不折算无差，甚至精确到可使人据以施工造屋；同时又不失为绘画艺术，具有审美价值。如据记载，他所画的《骊山宫避暑图》，表现楼阁参差，依山跨壑，宫柳蔽亏于殿外，宫娥隐现于帘隙，水榭内外还有数不清的宫娥往来执役，饶有生活气息并富有诗意。论者评此画为善于体会杜甫“帘内宫人出，花前御柳长”的诗意。现存作品有《雪霁江行图》残页，表现船夫在雪江中忙碌劳作的情景，颇富生活气息。[《雪霁江行图》]
