shui ziyuan keehixu Iiyong水资源可持续利用(sustai川山le w.ter~，uuliZa.tion)为保证人类社会、经济和生存环境可持续发展对水资源实行永续利用的原则。可持续发展的观点是20世纪so年代在寻求解决环境与发展矛盾的出路中提出的，并在可再生的自然资源领域相应提出可持续利用问题。其基本思路是在自然资源的开发中，注意因开发所致的不利于环境的副作用和预期取得的社会效益相平衡。在水资源的开发与利用中，为保持这种平衡就应遵守供饮用的水源和土地生产力得到保护的原则，保护生物多样性不受干扰或生态系统平衡发展的原则，对可更新的淡水资源不可过量开发使用和污染的原则。因此，在水资源的开发利用活动中，绝对不能损害地球上的生命支持系统和生态系统，必须保证为社会和经济可持续发展合理供应所需的水资源，满足各行各业用水要求并持续供水。此外，水在自然界循环过程中会受到干扰，应注意研究对策，使这种干扰不致影响水资源可持续利用。 为适应水资源可持续利用的原则，在进行水资源规划和水工程设计时应使建立的工程系统体现如下特点:天然水源不因其被开发利用而造成水源逐渐衰竭;水工程系统能较持久地保持其设计功能，因自然老化导致的功能减退能有后续的补救措施;对某范围内水供需问题能随工程供水能力的增加及合理用水、需水管理、节水措施的配合，使其能较长期保持相互协调的状态;因供水及相应水量的增加而致废污水排放量的增加，而需相应增加处理废污水能力的工程措施，以维持水源的可持续利用效能。 (陈家琦)
