为保证集装箱的装卸、堆放和运输的安全，对集装箱结构作出统一要求的国际公约。1972年 12月1日联合国和政府间海事协商组织（简称海协，现改称国际海事组织）在日内瓦联合召开的国际集装箱安全会议上通过了《国际集装箱安全公约》。公约的主要内容包括公约的适用范围、两个附件和特定的修正程序。公约适用于国际运输中所使用的集装箱，但不包括为空运专门设计的集装箱。附件一的主要内容为集装箱试验、检查、批准和维修规则；附件二规定了集装箱结构的安全要求和试验程序。
公约自1977年9月6日生效。截至1984年8月31日,公约有38个缔约国。中国于1980年 9月23日加入公约。根据公约规定的特定的修正程序，1981年4月2日通过了一项修正案，对公约的附件作了适当修改和补充，对出厂时未经批准的新集装箱的批准以及现有集装箱的首次检验日期、重新检验日期和新集装箱的首次检验日期都作了规定。修正案于1981年12月1日起生效。
