| 基本建设 capital construction 社会主义国民经济中投资进行建筑、购置和安装固定资产以及与此相联系的其他经济活动。源于俄文   。20世纪20年代初期，苏联开始使用这个术语，说明社会主义经济中基本的、需要耗用大量资金和劳动的固定资产的建设，以区别流动资产的投资和形成过程。中华人民共和国建立以后，在社会主义经济建设中，也采用这一术语。基本建设的内容主要有：①建筑安装工程。包括各种土木建筑、矿井开凿、水利工程建筑、生产、动力、运输、实验等各种需要安装的机械设备的装配，以及与设备相连的工作台等装设工程。②设备购置。即购置设备、工具和器具等。③勘察、设计、科学研究实验、征地、拆迁、试运转、生产职工培训和建设单位管理工作等。基本建设的类型主要包括：①按建设的性质分为新建项目、扩建项目、改建项目、迁建项目和恢复项目。新建项目是从无到有、平地起家的建设项目；扩建和改建项目是在原有企业、事业、行政单位的基础上，扩大产品的生产能力或增加新的产品生产能力，以及对原有设备和工程进行全面技术改造的项目；迁建项目是原有企业、事业单位，由于各种原因，经有关部门批准搬迁到另地建设的项目；恢复项目是指对由于自然、战争或其他人为灾害等原因而遭到毁坏的固定资产进行重建的项目。②按建设的经济用途分为生产性基本建设和非生产性基本建设。生产性基本建设是用于物质生产和直接为物质生产服务的项目的建设，包括工业建设、建筑业和地质资源勘探事业建设和农林水利建设；非生产性基本建设是用于人民物质和文化生活项目的建设，包括住宅、学校、医院、托儿所、影剧院以及国家行政机关和金融保险业的建设等。 基本建设的作用主要有：① 实现社会主义扩大再生产。为国民经济各部门增加新的固定资产和生产能力，对建立新的生产部门，调整原有经济结构，促进生产力的合理配置，提高生产技术水平等具有重要的作用。②改善和提高人民的生活水平。在增强国家经济实力的基础上，提供大量住宅和科研、文教卫生设施以及城市基础设施，对改善和提高人民的物质文化生活水平具有直接的作用。 |
