| 海上安全机构 maritime safety agency 由政府设置的执行有关海上安全的国家法规和国际协定的部门。其履行职能的区域为本国的港区、领海、专属的经济区域及海上防污染区。通常包括如下职能：海上巡逻、搜救和海上交通管制；维护辖区水上秩序；保护海洋资源，防止水上污染，从事导航和发布航行警告；管理航标；水文、气象观测，监视流冰和冰山；航道测量，以及办理国际间的海上安全事务。海上安全机构对辖区内的违法船舶和人员有检查、扣留、罚款和驱逐权，对违法者交给司法机关处理，并承担海难救助工作。在战时，它可承担支援海军的任务，如美国的海岸警卫队，战时是与海军、陆军、空军、海军陆战队4大兵种平行的第5大兵种。中国海上安全机构是交通部领导的在各港口设置的港务监督，简称港监。在部内设有水上安全监督局，负责管理全国的海上安全。有些国家还有民间的海上安全组织，协助政府的安全部门工作，如日本的海难防止协会、英国的皇家救生艇协会等。 |
