物质准备包括备品备件库、专用工具库.放射化学实验室、性能实验室、环境实验室、在役检查与金相实验室、辐射防护实验室等生产运行所必需的物质条件，以及生产管理计算机信息系统开发等各项准备工作。 文件准备营运单位必须在生产准备期间建立文件体系，主要包括系统手册、设备运行与维修手册，以及技术程序和管理程序。其中，技术程序包括运行程序、事故程序、维修程序、试验程序、嫩料管理程序、三废管理程序、在役检查程序和技术改造程序等，可达数千份，是机组安全运行的墓本技术保障.技术程序必须在调试过程中得到检验和生效。管理程序规定核电厂各部门的职能与接口关系。 执照申请需要根据核安全法规的要求，以及环境保护法律和法规的要求，完成必要的执照和许可证申请工作，主要包括反应堆操纵员和高级操纵员执照，核材料许可证、装料许可证、运行许可证等。 工程向生产移交主要包括系统隔离贵任的接管(taking一over for blocking)、维修移交(taking一over formaintenanee)、临时运行移交(taking一over for tempo-raryo讲ration)、厂房移交(building hand一over)、核嫩料首次装载移交(taking一over for first load‘ng)、商业运行移交(taking一over for commereial operation)。每一个系统或其局部在完成调试并具备临时运行条件以后，就随即移交生产部门进行临时运行和维修并为其他系统的安装、调试和全厂综合调试提供运行服务。从装料起，生产部门开始独立承担核贵任。满功率以后，工程向生产移交全面完成。shengehon zhunbe-生产准备(oPeration preparation)核电r投人生产运行所播完成的一系列准备工作，包括建立能承担机组运行核贵任的生产组织，招聘和培养一支合格的生产运行队伍，建立生产运行所需的程序体系，完成备品备件和专用工具以及实验室等物质准备，完成必要的执照申请工作等等.生产准备工作由营运单位的生产管理前期机构负贵，其起动稍后于工程建设，具体时间视营运单位所掌握资源的情况而定。 组织准备生产准备期间需要建立和完善能承担机组运行核贵任的生产组织机构，保证机组投产后的安全运行。组织机构的建立需考虑两类主要职能，即直接运行职能和技术保证职能。直接运行职能部门是指对核电厂的日常安全运行负有监控、操作和管理贵任的运行组织。技术保证职能部门包括生产计划、维修、格扮防护、艘料管理、电厂化学、消防、保卫、在役检查、三废管理、质1保证、人员培训等。核电厂管理程序体系定义各部门的职责、工作范围、工作流程以及各部门之间的接口关系等等，是核电厂组织管理的规范. 人员准备人员招聘与培训是生产准备的首要任务之一核安全法规HAFo300和导则HAFosol对核电厂人员的招聘、培训和授权有明确的规定.这项工作的起止时间.对于第一座核电厂可长达6年左右，而后维的核电厂则周期可缩短。营运单位有贵任保证全部厂区人员.包括专业骨干、操纵员、技术员和技术工人等，受到适当的培训，在达到管理程序的要求后授权上岗.应尽可能多地安排生产人员参与工程安装、调试工作，以熟悉系统和设备、培养技术力t。(见人员培训与授权)
