【《关于实行现金管理的决定》印发】1977年n月，国务院发出《关于实行现金管理的决定》。决定指出，为了保证货币发行权集中于中央，有计划地调节货币流通，必须对一切国营企业、事业、机关团体、部队、学校和集体经济单位实行现金管理。中国人民银行作为现金管理的执行机关，负责办理和检查有关现金管理事宜。《决定》要求一切现金管理对象的所有现金，除核定的现金库存限额外，其余必须存人当地中国人民银行，不得自行保留;除工资、差旅费、向个人采购农副产品、对个人其他支出以及结算点以下的零星开支等必须使用的现金外，其他均不得支付现金，必须通过中国人民银行转帐结算。
