农业银行(agrieultural bank)经营农村信贷、储蓄、汇兑、结算等金融业务的专业银行。目前可分为两类:一类以农村中某一产业或某一方面为其信贷对象;另一类以农村全部经济活动为信贷对象。后一类可视为农村银行(rural bank)。 农业银行是在现代银行体系确立的从础上形成的。农村经济商品化的进程是农业银行形成和发展的直接动因。世界各国在形成专业性的农业银行之前，往往要经历封建农村金融形式和各种商业银行兼办农村金融业务的阶段。农业是利润低、风险大的产业，随着农村产业分化速度的加快，世界市场的扩大，大部分国家设有名称各异的农业银行，以保证农业的稳定发展。这些银行绝大部分以支持农村经济发展而不以单纯盈利为主要目标。 农业银行在国民经济发展中起着重要作用，主要体现在扶持农业、帮助农民、振兴农村等职能上。通过农业银行运用金融手段保护、促进利润率较低的农业稳步发展，使农村各类经济资源得到合理配置和充分利用，从而达到繁荣农村经济的目的。农业银行作为体现和执行国家农村经济政策和金融政策的主要机构之一，可以依据国家不同时期的宏观经济政策和经济发展重点，通过利率、贷款等经济杠杆，使农村经济朝政府所期望的方向发展。在扶助贫困地区、.扩展乡镇建设、减缓农产品价格风险、加强农业长期投资、吸引国外投资、平抑农村利率、调整农村产业结构等方面，农业银行能够有效地体现国家的意图。 中国历史上很早就有农村借贷活动，在周代已有文字记载，’但在古代农村金融形式带有浓厚的封建色彩，发展演变极为缓慢。在封建社会，·农村信贷的表现形式主要是民间借贷、官吏商号借贷和政府贩济借贷。在唐代“质库”基础上发展起来的典当业，成为唐代以后农村借贷的主要形式之一。 中国第一家政府办的农业银行是1935年4月国民党政府组建的官僚资本银行—中国农民银行，其前身是豫鄂皖赣农民银行。国民党政府创办中国农民银行的目的是扶持中国广大农村中的地主豪绅，运用金融手段巩固半封建半殖民地性质的国家政权。至1947年底，中国农民银行共有分支机构及附属机构744个，同期法币存、放款余额分别达到8 448亿元和12 094亿元。中国农民银行在1949年经人民政府接管后停业。 新民主主义革命时期，中国共产党在农村革命根据地先后创办过若干区域性银行。这些银行具有农业银行的功能，其中最早的是1927年1月在湖南省浏阳县成立的浏东平民银行;规模较大的是1931年n月7日在江西瑞金成立的中华苏维埃共和国国家银行。
