所谓汽车召回制度（recall），就是投放市场的汽车，发现由于设计或制造方面的原因存在缺陷，不符合有关法规、标准，有可能导致安全及环保问题，厂家必须及时向国家有关部门报告该产品存在问题、造成问题的原因、改善措施等，提出召回申请，经批准后对在用车辆进行改造，以消除事故隐患。厂家还有义务让用户及时了解有关情况。目前实行汽车召回制度的有美国、日本、加拿大、英国、澳大利亚。汽车召回制度始于60年代的美国，美国的律师拉尔夫发起运动，呼吁国会建立汽车安全法规。他努力的结果，就是《国家交通及机动车安全法》。该法律规定，汽车制造商有义务公开发表汽车召回的信息，且必须将情况通报给用户和交通管理部门，进行免费修理。1969年5月，美国媒体抨击欧洲和日本车商私自召回缺陷车进行修理，特别指出蓝鸟漏油和丰田可乐娜刹车故障问题。6月1日，日本《朝日新闻》报道这个消息后，在日本引起轩然大波。同年8月，日本运输省修改了《机动车形式制定规则》，增加了“汽车制造商应承担在召回有缺陷车时公之于众的义务”的内容。
