In this paper, from view of financing costs, contracting costs, investment incentives and innovative incentives by the integration of PPP model, we come to the conclusion that the use of PPP model to the market for infrastructure projects is more helpful to the best value of money compared with in traditional procurement methods to deliver the infrastructure projects.
