《城市规划法》第三十八条规定：“建设单位应当在竣工验收后六个月内向城市规划行政主管部门报送有关竣工资料。”竣工资料包括该工程的审批文件(影印件)和该建设工程竣工时的总平面图，各层平面团、立面图、剖面图、设备图、基础图和城市规划行政主管部门指定需要的其他图纸。竣工资料是城市规划行政主管部门进行具体的规划管理过程中需要查阅的重要历史资料，因而任何建设单位和个人都必须依法执行。目前，有的城市规划行政主管部门采取收取保证金的办法，以保证及时取得竣工资料，实施证明是一项行之有效的措施。各级城市规划行政主管部门在制定城市规划实施管理办法时，应当对竣工资料的要求，保证金的收取及违反规定的处罚等作出具体规定。
