Our historically developed concept of constitution,that is,constitution as the political platform of reform which can be made and amended by the National People s Congress (NPC),and the transition of constitutional implementation mode from mass movement to rule of law,constituted the premises of the construction of the existing system of constitutional im- plementation.
我国在历史上形成的宪法观,即宪法作为由全国人大制定和修改的政治改革纲领,和从运动到法制的宪法实施模式的转型,构成现行宪法实施模式之解释性建构的前提。

补充资料：中国人民政治协商会议共同纲领
简称“共同纲领”。1949年9月29日中国人民政治协商会议第一届全体会议通过。共七章六十条。总结了中国新民主主义革命的经验，规定了中国社会制度和国家制度的基本原则以及各方面基本的方针政策。1954年宪法颁布前，曾起临时宪法的作用。
