This paper discusses conception, classification, standards and applications of geographical metadata, then puts forward some solutions in developing a geographical metadata technical system(GMTS), including designing of geqraphical metadata base and realization of tool software.

In this paper,the characteristic and framework of geospatial metadata are discussed,and shortcomings of existing organization and management modes of metadata are analyzed.

In particalar geospatial metadata has been extended from a method of data describing and indexing to one of the essential tools which has been involved into the whole internet information procedure, including data finding, converting, managing and using.

Geospatial metadata is the background information which describes the content, quality representation, spatial reference, management and other appropriate characteristics of spatial datasets.

The content of geospatial metadata is studied from different aspects: geospatial metadata consist of information that describe both a data set itself and the relation among different data sets; geospatial metadata are classified as standard metadata, common metadata and user-defined metadata according to their normative degree; and the method of representing geospatial metadata by XML is analyzed.
