Foundation of flexible higher education system

Based on analyzing the existed explorations of higher education system innovation since reform and opening-up in Guangdong,considering the closer economic cooperation between GD and HK,we suggest that the cooperation between GD and HK should become a breakthrough for GD higher education institutional innovations in the new period.

This paper believes that China s higher education system can be grouped into three sub-systems,which are executive system,educational system and administrative system.

Some reflections on the reform of the system of higher education;

In China, the innovation of higher education structure has strong reflection of government s dominance and the reform of higher education demonstrates the positive role of governments at different levels.

There exists a negative supply effect in China′s higher education,which is related to the fact that within the higher education structure the circulation of education resources and competion are limited;the allocation of education resources is imbalanced;the incentive of the schools and teaching staffs are curbed.

There are three types in higher education structure in the Western countries with market economy: the centralized type, the dispersitive type and the compound type.
