This study found that teachers’ diploma, teacher-children ration, group size and standard of parent fee were critical structural variables; teacher-children ratio and group size had impacts via the mediation of teachers’ diploma on quality; standard of parent fee only influenced the quality of physical environment, but its rise didn’t inevitably promot.
