应建立的教育体系。 1975年人力资源开发建议书(第15。号建议书)对第142号公约又作了进一步补充。特别是建议书对以下问题作了详细论述:政策和计划、职业指导和培训、为领导和独立劳动组织的培训、针对特殊的工作、特殊产业部门的培训计划、居民中特殊群体、促进男女培训和就业平等、移民工人、研究与管理等。《人力资源开发公约》即国际劳工组织于1975年制定的第142号公约。该公约的原则是，制定与就业密切相联系的职业指导和职业培训政策和计划。其主要内容有:①公约规定，国家有义务制定和完善全面而协调的职业指导、职业培训的政策和计划，特别要通过就业服务部门，建立职业指导、职业培训与就业之间的密切联系。②公约明确指出了这些职业指导、职业培训政策和计划应注意的因素，主要是就业需要和可能、发展阶段和水平、其他经济的、社会的和文化的目标等等。公约还规定了这些政策和计划应达到的日标(提高个人能力)、应遵循的原则(毫无歧视)和
